...mean you can park a car wherever you want! Why, why, why do people think it's ok to park on double yellow lines, whatever the obstruction, whatever the time of day or night, just as long as you've got your Hazard Lights on...?! Hazard lights do not mean you can park your car wherever you want, whenever you want! And just because someone else has alreayd parked there, doesn't mean it's ok for you to copy them! Unless there are genuine reasons (nipping to the bank isn't a genuine reason) - use a designated car park!!! Rant over.
